Choose the right market
Entrepreneur immigration is not passive investment. The applicant must propose or acquire an eligible business, actively manage it in the province and satisfy the commitments in a performance agreement before provincial nomination. The business concept, location and applicant’s operating experience must make commercial sense together.
British Columbia offers Base and Regional Entrepreneur Immigration streams. Alberta operates entrepreneur pathways under the Alberta Advantage Immigration Program (AAIP), formerly called AINP. For experienced overseas business owners seeking a community-based route, Alberta’s Rural Entrepreneur Stream is the closest comparison—but Alberta does not call it a Base Stream.

Applicant–business fit
Your ownership, senior-management experience and transferable skills must credibly support the proposed business.
Source of funds
Net worth and accumulation must be lawful, traceable and documented; third-party verification may be required.
Business viability
The market, revenue model, staffing, operating costs, licensing and financial forecasts must withstand program review.
Location strategy
Regional pathways require a genuine fit with the community’s priorities, customer base and long-term settlement plan.
Eligible investment
Not every purchase or expense counts. Investment timing, ownership and eligible cost categories must be planned carefully.
Performance risk
Nomination normally follows successful operation and proof that the signed performance commitments were fulfilled.
Strategy Factors
Minimum eligibility is only the first gate
A commercially weak proposal should not be forced into an immigration program simply because the applicant meets the financial threshold.
Competitive registration or EOI
B.C. and Alberta use scored pools or invitation processes. Accurate minimum eligibility does not establish that a profile will be selected.
Economic contribution
Decision-makers assess whether the business can create meaningful economic benefit, operate sustainably and add value in its market.
Active day-to-day management
The entrepreneur must live in the province and actively operate the business; passive investment and remote management are not the model.
Provincial then federal approval
Provincial nomination is followed by an IRCC permanent-residence application, including admissibility and document requirements.

September 2026 Update
Both B.C. entrepreneur streams remain active
On August 25, 2026, the BC PNP invited 11 Base Stream registrants and 5 Regional Stream registrants, with a minimum score of 116 for each stream. Alberta is accepting Rural Entrepreneur EOIs. Alberta’s August 12, 2026 clarification did not change eligibility criteria; it expanded the explanation of how economic establishment, business viability and applicant capacity are assessed.

Frequently Asked Questions
Questions to resolve before investing
Does meeting the minimum investment guarantee selection?
No. The thresholds establish minimum eligibility only. Registration or EOI scoring, business viability, economic contribution, program capacity and invitation decisions still apply.
Can I buy any existing business?
No. BC PNP Base and AAIP Rural may permit qualifying acquisitions, but ownership structure, purchase history, active management, value, eligibility and growth or succession requirements must be reviewed. BC PNP Regional is for a new business.
Is an exploratory visit mandatory?
It is mandatory for BC PNP Regional and AAIP Rural. For BC PNP Base, it is recommended but not required under the current public criteria.
Is Alberta’s program still called AINP?
No. The official name is the Alberta Advantage Immigration Program (AAIP). AINP is the former name and should not be presented as the current program.
Do entrepreneur applicants receive permanent residence immediately?
Generally, no. The entrepreneur first obtains provincial approval and a supported work permit, establishes and operates the business, satisfies the performance agreement and then seeks nomination before the federal PR stage.
Should I buy a business before my assessment?
Not usually. A purchase or binding commitment made before confirming program and business eligibility can create substantial financial risk without improving immigration eligibility.
