Understanding the pathway
Permanent residence is granted through a specific economic, family, provincial, regional or other statutory pathway. This service does not replace pathway eligibility. It focuses on converting an invitation, nomination, sponsorship or other qualifying basis into a complete application that accurately reflects the applicant’s work, education, travel, family, status and admissibility history.
Different programs use different accounts, forms, document checklists and deadlines. IRCC may ask for biometrics, medical examinations, police certificates, updated documents or explanations while the file is in process. If an applicant in Canada is approved, final confirmation normally continues through the Permanent Residence Portal, followed by an e-COPR and first PR card.

Policy Update
Current PR Portal and finalization process
The Permanent Residence Portal is used for most PR programs and for PR card and travel-document applications. After an in-Canada PR application is approved, IRCC sends instructions to confirm physical presence through the portal, provide a Canadian address and upload a qualifying photo. The applicant—not the representative—must sign in and declare that they are in Canada. IRCC then issues the e-COPR and processes the first PR card.

Questions to clarify before filing
Does an invitation or provincial nomination guarantee permanent residence?
No. The federal application must still establish program eligibility, completeness and admissibility, and all information must remain accurate through final decision.
Can my representative confirm that I am in Canada for me?
No. IRCC states that a representative may advise and assist with the portal, but cannot use the applicant’s credentials or make the in-Canada declaration for them.
Do I have to disclose non-accompanying family members?
Family questions must be answered fully and truthfully, including required information about non-accompanying family members. Missing or inaccurate disclosure can have serious consequences.
Can I travel after receiving e-COPR but before my PR card?
Travel should be planned carefully. A permanent resident returning by commercial transport normally needs a valid PR card or, if outside Canada without one, a permanent resident travel document.
