Understanding the pathway
A study permit application must do more than attach an admission letter. The applicant must establish acceptance at a designated learning institution, sufficient financial support, admissibility, compliance with the program rules and a credible temporary study purpose. The supporting record should explain why the program, school and timing make sense in light of the applicant’s education, career and circumstances.
The school decision can also affect what happens after graduation. A designated learning institution does not automatically make every program eligible for a post-graduation work permit. Language, field-of-study, program-length and physical-location requirements may apply, so post-study objectives should be reviewed before tuition and long-term plans are committed.

Four rules to check before filing
Study permit requirements change, and the correct answer depends on the application date, school, program and applicant.
Acceptance and validation
A qualifying letter of acceptance is generally required. Post-secondary schools may be asked by IRCC to validate the letter within a deadline.
Attestation requirements
A provincial or territorial attestation letter is required in most cases. Quebec generally uses the Quebec Acceptance Certificate instead.
Changing post-secondary schools
A student generally must apply for a new or extended study permit before starting at a different DLI, with only limited exceptions.
Post-graduation planning
PGWP eligibility is separate from study permit approval and can depend on the DLI, program, language, field of study and where studies were completed.

Current study permit position
Most study permit applicants need a PAL or TAL, and a DLI letter alone does not establish approval or PGWP eligibility. For post-secondary students, changing DLIs generally requires a new or extended study permit before studies begin at the new institution. IRCC also applies program-specific PGWP language and field-of-study rules. CanLink confirms the instructions and exemptions in force for the applicant’s filing date.

Questions to clarify before filing
Does admission to a DLI guarantee a study permit?
No. The applicant must still meet all study permit requirements, including financial support, temporary purpose and admissibility. A letter of acceptance is one part of the application.
Does every DLI program qualify for a PGWP?
No. DLI status and PGWP eligibility are not the same. The school, program, length, language, field-of-study and physical-location rules should be checked before enrolment.
Can I start at a new post-secondary school while my permit change is pending?
Usually not. IRCC permits this only in limited circumstances involving the former institution. Most students must receive the new or extended permit before starting at the new DLI.
What if my study permit has expired?
You must stop studying. Restoration may be available within 90 days if the requirements are met, but you cannot study until restoration and the associated permit are approved.
